Dear Mr. Denton:
Commonwealth Edison notified the NRC staff in Reference (a) of our intent to review the subject document per the provisions of 10 CFR 50.59 and, if applicable, proceed with the reload without formal staff review and approval.
This approach assumes prior NRC approval of certain preparatory Technical Specification changes which were necessary as a result of the barrier fuel demonstration and the initial application of the ODYN transient analysis code.
These preparatory changes were submitted in Reference (b).
The generic aspects of barrier fuel and the ODYN code have

been reviewed and approved by the staff in References (c) and (d),
j respectively.
Commonwealth Edison believes, therefore, that application of 10 CFR 50.59 to the reload remains appropriate,

pending approval of the license amendments proposed in Reference (b) and pending completion of CECO reviews of the subject document.

Should the staff conclude that formal approval is necessary, we would appreciate your targeting the completion of the SER for no later than the end of November 1981, to avoid any conflict with the Cycle 6 startup in early December.
