Dear Mr. Keppler:
In Reference (a), Commonwealth Edion was requested to provide additional information supplamenting Item 2 of our Reference (b) response to Inspection Report No. 50-237/81-06, 50-249/81-04, 50-254/81-03, 50-265/81-03, 50-295/81-05 and 50-304/81-03.

Units 1 and 2, is provided below.
1.
Evaluate Use of the Materials Received Without Heat Treatment.
The Commonwealth Edison Station Nuclear Engineering Department has reviewed the use of the materials supplied by Instrument Associates (which were manufactured by Parker Hannifin Corporation).
It was concluded that forging of the fittings at temperatures in excess of 20000F followed by a water quench, as practiced by Parker, does meet the intent of the heat treatment as specified in ASTM SA-182 paragraph 5.3 for austenitic forgings.
2.
Clarify Corrective Actions Taken and Action Taken to Avoid Further Noncompliance With Regard to the Procurement and Acceptance of Material to Vendo-Specifications Instead of Design Specifications.

J. G. Keppler August 14, 1981 As was stated in the original response (Reference (b)), the Instrument Associates purchase requests were reviewed and corrected to meet the requirements of the Code.
The Commonwealth Edison Company Quality Assurance Program Quality Procedure 4-51 identifies the requirement that all safety-related purchase requests be reviewed prior to issuance.
The review requirement is to verify that the proper Quality Assurance specification, ASME Code and other applicable codes and standards requirements are included on -
the purchase request.
This review is assigned to Station Quality Control and Quality Assurance personnel.
The importance of this instruction has been re-emphasized with the appropriate personnel.
To the best of my knowledge and belief the statements contained herein are true and correct.
In some respects these statements are not based upon my personal knowledge but upon information furnished by other Commonwealth Edison employes and contractor employees.
Such information has been reviewed in accordance with Company practice and I believe it to be reliable.
