Dear Mr. Heishman:
This letter constitutes the written statement required in reply to the June 1981 NRC Inspection Report (Reference 1) which we received July 27, 1981.
Appendix A,
listed one item of noncompliance.
ENFORCEMENT ITEM Infraction:
20 CFR 50.50 (b) requires in part that "the licensee chall furnich to the appropriate NRC Regicnal Office..... annually or at auch charter intervale as may be specified in the licence, a report containing a brief description of any changes, tests, or exper:ments that vere conducted, if they are not described in the safety analysis report."

Heishman, Acting Director LAC-7745 Division of Resident & Project Inspection August 14, 1981 Contrary to the above, LAC-6806 (l979 Annual Report of Changco, Tec ta, and Experimente) did not include Special Test (STP 02) that was performed in 1979 and LAC-7397 (1980 Annual Report of Changec, Teo ts, and Experimenta) did not include Special Tect (STP 07) that was performed in l980.
DPC RESPONSE Corrective Action Taken and Results Achieved A report (Reference 2) has been submitted covering STP-075-01 and STP-37-01.
Corrective Action Taken to Avoid Further Noncompliance The Controlled Distribution List was revised July 10, 1981 to ensure that the engineer who prepares the annual report receives copies of all Special Test Procedures.
This action should prevent further noncompliance of this type.
