In response to the subject letter regarding items identified during the subject inspection of construction activities authorized by NRC License Nos. CPPR-106 and -107, we transmit herewith the following:

i Violation i

10CFR50, Appendix B, Criterion V, states, in part, that: " Activities affecting quality shall be... accomplished in accordance with these instructions, procedures, or drawings."

The Limerick PSAR, Appendix D, Paragraph 6.4, states, in part "Bechtel Construction Department...is responsible for construction 4

of the plant to approved engineering specifications....".

General Electric Specification 22A2724, Revision 3, Equipment Storage Requirements, Paragraph 4.1.2.1.2.a, states, in part:

" Internal cleanliness of equipment...shall be maintained by closing openings, where possible, by plugging, capping, and/or sealing with tape.

Butt weld preps on valves...shall have plywood fitted against the prep and tape sealed."

Contrary to the above, on June 3, 1981, reactor coolant pressure boundary valve 2F023A was observed to have no plywood cover fitted against the weld prep and tape sealed.

Response to Violation The plywood cover was retaped on the valve immediately, as indicated in the NRC Inspection Report.

No evidence of excessive dust or dirt accumulation was observed inside this valve at the time the cover was replaced.

To prevent recurrence of this unsatisfactory storage condition, the Storage Maintenance Program inspection activity for all eight of i

the Recirculation Valves, both Unit 1 and Unit 2, will be performed on a weekly basis until our records indicate consistent satisfactory storage conditions.

I The NRC concern in the letter transmitting this Inspection Report, regarding the repetitive nature of recirculation valve storage conditions was evaluated by Philadelphia Electric Company.

The f

unsatisfactory storage conditions have different causes.

The first unsatisfactory storage condition identified in NRC Report 352 and 353/81-04, identified a Unit 1 recirculation valve that was installed in an active work area, as not being covered with a plastic sheet.

In that case, we believe the corrective action taken to prevent recurrence was appropriate and effective.

The storage condition identified in this Inspection Report was a Unit 2 valve in a long term storage condition which was adequately covered with a plastic sheet.

However, the wooden cap over the valve opening fell off as a result of the duct tape's deterioration.

The additional corrective action which we have taken should assure the effectiveness of the corrective action for both conditions.
