Dear Mr. Denton:

i This letter is a request for an extension beyond the prescribed l

date of April 1, 1982 to demonstrate emergency preparedness via an inte-

)

grated exercise for the Peach Bottom Atomic Power Station.

PEMA has formally advised us that Peach Bottom is currently scheduled for the integrated exercise on April 29, 1982.

Furthermore, PEMA has stated that their limited resources would prevent advancing the Peach Bottom exercise.

We maintain liaison with state and county emergency management personnel. Through this liaison, we are kept aware of the status of state and county emergency plans.

The county plans relative to Peach Bottom will not be formally submitted to the Regional Advisory Council before April 1, 1982.

PEMA is opposed to conducting an exercise before submittal of county plans for formal RAC review.

We have discussed with PEMA the merits of moving this date eith-er forward or backward.

Our Unit 2 outage for refueling and major plant nudifications will span the period from February 20 to May 31,1982.

To move the exercise forward would conflict with PEMA's position.

PEMA is quite firm in their position even though their involvement in the Peach Bottom exercise will be limited.

PEMA has no objections to an exercise later than April 29, 1982.

We have serious reservations about conducting such an important and complex operation during a Unit outage.

Because of the burden on state and county resources and because of the scheduled Unit 2 r efuel outage, we request an extension beyond i
