Dear Mr. Eisenhut:

This letter is concerning modifications presently being made on Peach Bottom Unit 3 scram system piping in response to IE Bulletin 80-17 My letters to you, dated December 16, 1980 ard August 29, 1980, committed to completing those modifications necessary to conform to the design and perfomance criteria developed by the B'a3 Owners Group. In addition, certain modifications were identified which were to be undertaken to enhance the performance of the system. Specifically; a) Provide cross connection piping between the discharge volume vent lines on each unit, upstrea= of the vent valves, such that a vent path to both headers will be assured, given the failure of a vent valve to re-open on scram reset.

b) Provide a vent path between the top of the instrument volume and the discharge volume vent system to assure that any air trapped in the system during a scram is at the high point of the system. The impact of air expansion on the level instrumentation on scram reset is thereby u nimized.

At the conclusion of the current refueling outage, Unit 3 will be in confomance with the B'aR Owners Group criteria. Due to time constraints, difficulties with design, and material acq'lisition we will not be able to complete the enhancing modifications on Unit 3 during the present refueling outage.
