10. HEMARKS ARTICLE I - BACKGROUND

-The Siting Analysis Branch (SAB) har the lead responsibility in reviewing and evaluating the social and economic impacts related to the construction, operation and any accident and decontamination consequences of commercial nuclear power plants. An important part of the analysis is the psychological sequels to the above actions.

Prior to the Three Mile Island accident, operation was assumed to be without incident.

Station siting ar.d operation was assumed to be not threatening or without psychological 2 4 pact.

Since the TMI accident ar.d the proposed decontamination, interest and ;oncern in psychological effects has increased. There is increased demand to treat psychological stress in a more thorough and scientific manner.

In response, the SAB staff with assistance from the Human Design Group, prepared the psychological stress sections in the DES and FES documenting TNI-2 decontamination plans. This exercise highlighted the need fer cmgirical research in assessing the psychological consequences of accidents.

In addition, the FES on containment atmospheric decontamination generated an interagency agreement with the USUHS to monitor the psychological consequences of the kr ypton purge and to test reaction cstimates made ir, the TES.

ARTICLE II - SCOPE OF WORK USUHS shall l arnish all personnel, facilities and material to develop an empirica basis for evaluating uychological stress at TMI by performing the following tasks:

SUPPORT AGREEMENT NO. H91248 - 81201 - 002 U.S. Nuclear Regulatory Commission ARTICLE III - REPORTING REQUIREMENTS A monthly business letter report shall be submitted by the 15th of the month to the cognizant NRR manager with copies to the Director, Division of Engineering, ATTN:

These reports will contain:

About four site visits to approximately four sites will be required to collect data, and about two trips to NRC, Bethesda office to briet' the NRC staff.

ARTICLE IV - PERIOD OF PERTORMANCE Ihe level of effort is estimated at two (2) man months over a two (2) year eight (8) month period.

Performance shall begin upon receipt of fully executed support agreement and be completed by January 15, 1984 ARTICLE V - CONSIDERATION NRC shall provide on a cost reimbursement basis all costs up to but not to exceed

$9,000.00.

ARTICLE VI - PAYMENT l

l Payment will be made upon receipt of billing from USUHS on a Standard Form-SF 1080.

Billings will be forwarded at least quarterly as obligations are accrued.

ARTICLEVII-TECHNICALDIEEC{'}N A.

Performance of the work tader this agreement shall be subject to the technical

direction of. the NRC Project Officer named in Article X of this agreement. The term l

" Technical Direction" is defined to include the follcwing:

1.

Technical direction to the USUHS which shifts work emphasis between areas of work or tasks, requires pursuit of certain lines of inquiry, fills in details or otherwise serves to accomplish the scope of work.

2.

Providing assistance to the USUIS in preparation of drawings, specifications OR TECHNICAL PORTIONS OF THE WORK DESCRIPTION.

3.

Review and where required by the agreement, approval of technical reports,

drawings, specifications and technical information to be delivered by' USUHS to NRC under the agreement.

B.

Technical direction must be within the ge ral scope of work stated in the agreement. The Project Officer doea not have the authority to and may not issue any technical direction which:

1.

Constitutes an assignment of additional work outside the general scope of the agreement.

2.

In any way causes an increase or decrease in the total-estimated cost, or the time required fcr performance completion.

3.

Changes any of the expressed terms, conditions or specifications of the agreement.

ALL TECHNICAL DIRECTIONS SHALL BE ISSUED IN WRITING BY THE PROJECT OFFICER OR SHALL BE CONFIRMED BY SUCH PERSON IN WRITING WITHIN TEN (10) WORKING DAYS AFTER VERBAL ISSUANCE. A copy of said written direction shall be submitted to the NRC.

The USUHS shall proceed promptly with the performance of technical directions duly issued by the Project Officer in the manner prescribed by this article and within such person's authority under the provisions of this article.

ARTICLE VIII - KEY PERSONNEL The personnel cited below are considered to be essential to the work being performed hereunder, Prior to diverting any listed individual to another program, USUHS shall notify the NRC reasonably in advance of such diversion, and shall submit juntification (including the names and vitae of proposed substitutions) in sufficient detail to permit evaluation of the impact of such substitutions on the program. No diversions shall be made by USUHS without the written concurrence of the NRC.

Regan is hereby designated as the NRC authorized representative (here-inafter called Project Officer) for technical aspects of this agreement. The Project Officer is not authorized to approve or recuest any action which results in or could result in an increase in cost: or terminate, settle any claim or dispute arising under the agreement: or issue any unilateral directive whatever.

The Project Officer is responsible for:

(1) monitoring the technical progress, including surveillance and assessment of performance, and recommending to the NRC changes in requirements; (2) interpreting the scope of work; (3) performing technical inspections and acceptances; and (5) assisting in the resolution of technical problems encountered during performance. Within the purview of this authority, the Project Officer is authorized to review all costs requested for reimbursement by USUHS and submit recommendations for approval, disapproval, or suspension for supplies, or services required.

H91248 - 81201 - 002 U.S. Nuclear Regulatory Commission For guidance from the Project Officer to the USUHS to be valid, it must: (1) be consistent with the description of work set forth in the agreement: (2) not constitute new assignment of work or change to the txpressed terms, conditions or specifications incorporated into this agreement; (3) not constitute a basis for an extension to the period of performance or delivery schedule: and, as stated above,- (4) not constitute a basis for any increase in the coss.

ARTICLE X - INSPECTION AND ACCEPTANCE Acceptance of the services and reports to be delivered herein will be made by the COAR.

ARTICLE XI - DISSEMfNATION OF CONTRAC"r INFORMATION The USUHS stall not publish, n.'rmit to'be published, or distribute for public consumption any information, oral or written, concerning the results or conclusions made pursuant to the performance of this agreement without the prior written consent of the NRC and does not pertain to other USUHS or NRC funded research performed on the same subject matter.
