Dear Sir:

i As requested in the reference letter, Boston Edison has reviewed current plant operations regarding the mitigation of a station blackout event.

Our review identified areas where station procedures do not completely nudress a total and sustained power loss. We are therefore committed to prepare a new procedure for the postulated event, and to revise a related existing procedure and obtain ORC review and approval by September 5,1981.

After ORC approval, both the new and revised procedures will be for-warded to the Licensed Operators via the station operating feedback process. The 1982 requalification program will be expanded to include a review of the procedure and a simulated exercise based on the total loss of offsite power.

The simulator being used by PNPS personnel for requalification does not, however, simulate a RCIC. While RCIC is part of our scenario, it is not essential to it.

We int,and, in simulator exercises, to treat RCIC as if " tagged-out" to e ompensate for this deficiency in the simulator. We believe this method to be satisfactory because it simulates a more conservative, though much less likely, event at PNPS.
