Te_chnical Specification Change Request 103A The Licensee reauests that the attached revised pages replace the pages in Appendix B, as submitted in TSCR 34A TLL-581,f January 19, 1981.
This change is being made to TSCR 100 at the request of tre NRC staff and will delete the entire content of revised Appendix B and replace it with pages 1-1 through 5-3 of the attached Environmental Protection Plan.

Reason For the Change Recuest The attached pages reflect the greater responsibili 3 of other Federal, State and Local agencies in the administration of the Non-Radir' nvironmental Progra=s.

Saferv Evaluation Justifying Change
,This change does not represent an unreviewed environmental question and does not have any adverse environmental impact as previously evaluated in the Final Environmental Statement.

Amencrent Classification (10 CFR 170.22)
This change, although administrative in nature, requests changes in the administrative controls. Since it is part of a previous request for which a fee was paid, nc additional fee is required.

I ;1ecentation Period In order to finalize the necessary procedures and train personnel, an i=plementation period of 4 =onths frot the date of receipt of the applicable SEC amendment approving this change or January 1,1982 is requested, which ever is later.
