Gentlemen:

In the above referenced letter are provided for your information details of our proposed modifications to the level indication system for Condensate Storage Tank No. 12 (CST 12). On page 2 of that letter we discussed how our operating procedures would supplement the proposed modifications and provide assurance that an adequate supply of makeup water would remain available for the AFW pumps.

As a result of continuing discussions with our operating staff, it was suggested that certain clarifications be made in our discussion of the c Nrating procedures mentioned above. Accordingly, please substitute the following paragraphs for it;~s 1, 2 and 3 on pages 2 and 3 of the referenced letter. Item h remains unchanged.

1.

CST 12 has both local and Control Room indication. These instruments are checked and logged every four hours by the ou'. side onerator and Control Roon operator, resnectively.

This nrovides two independent level checks every shift. If either instrument shows a level belov the minimum allovable, the tank is declared inoperable and the provisions of Technical Specification 3.T.1.3 are implemented.

If APW is not available when needed, the operators vill follow the irevisions of Abnormal Operating Procedure 15 (AOP-15),

which requires, among other things, that the outside operator check the valve lineup and level indication for CST 12 and that he make preparations to switch to CST 11 (21 for Unit 2) if the level is lov.

If power was interrupted to the level transmitters, the indicators would fail lov and the alarm would activate..This vould give the operator positive indication that the instrumen-tation had failed, and he would take the actions as detailed in item 1 above.
