Consolidated Edison Educational Center.

0745 Played Ansaphone and found message qn Reactor Trip. Called J. Makepeace for details H x.-

0840 Approx.

Call from John Makepeace that unit had tripped.

In strong words 0930 -

stated that "I do not want to see unit up until the cause of both 1000 trips have been lound. d Makepeace stated that he would check on power demands for weekend and call back on units future action.

Called Region to insure that ENS had been received.

1020 App rox.

John Makepeace Technical Services Director. cal. led to state 1100 that unit would remain down over weekend.

Call H. Kister to report units action.

Called H. Kister and told him I would be gone at 1500 and would 143L not be available this weekend due to three day school reunion.

7 10-20 0745 Resident Inspector called J. Makepeace, and he could not be reached.

0815 Review of Unit 3 outage in progress.

Call from Makepeace stated:

1) Sone water was found in containment.he
2) Plant will be in hot shutdown (note:ydifference in condition since leaving on 10/17,
3) Unit was critical this morning.

From this point on investigated amounts of water that was in containment and calculations of water in Unit 1 - Preliminary estimate by licensee and inspector appeared to be approx.

40,000 vs. 43,000 gals on infonnation available.

Called Region I. Mr. Martin; at that time, Mr. Martin expressed 1600 concern on water in reactor vessel pits.

Calls to licensee aa4 indicated that vessel was not touched.

Conference call to utility and f. RI & T. Martin.

On site, discussed with licensee the calculation of previous 0700 de.

Tentative calculation appeared that an amount of 60,000 l

gals of water.

Greater details of calculations were.gqQ g-0845 Called Region I en status and requested that a IAL be considered.

Engaged in inventory review.

Obtained some infomation from 1630 J. Curry, J. Makepeace Dumont Rush - calculation now appear to require.60.000 7 V

Proceeded to 46' level. Slight puddle of water near containment sump pump area, went to reactor vessel cavity sump.

At time of entry, the licensee was removing one of the sub-mersible pumps.

No water in reactor cavity. A portable high intensity lamp was used to examine ama.

Noted white encrustations at seams of reactor insulation (mirror insulation).

2) All lights in overhead at first platfonn level out (remember one itsht).

discloration but no definite line on beam at first (inter-mediate landing).

Note:

RWP 3250 required - coveralls, paper covers, rubber suits, rubber, full face mask

Based on observations, water was in cavity touching vessel but this is not substantiated by calculations.
