UNITS NO. 1 AND 2 SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 In accordance with Bulletin 81-01 all mechanical snubbers have been inspected and tested.

The description of the inspection and test methods used was described in our initia, response dated March 12, 1981.

The results of the inspection of the remain ng snubbers are as follows:

@ El. 100' Test The failed snubbers, located on the Steam Generator Blowdown System, were found in a locked up position during functional testing.

An Engineering study was performed on each failed snubber to determine the effect on the Steam Generator Blowdown System.

The results indicated that failure of Snubber Serial No. 842 had no effect on operability of the design loading.

Snubber Serial No. 6001 is required for seismic protection of the system, therefore, it may be assumed that since the snubber could not perform its intended function, the piping may have been affected had a seismic event occurred.

However, since only one snubber in the seismically affected area was found inoperable, contributing only an insignifi-cant factor towards seismic protection, the system integrity was not impaired.

The Engineering evaluation of snubbers Serial Nos.

836 and 837 indicated that the system integrity is not impaired, considering the effects of the locked snubbers.

The cause for failure of Snubber Serial No. 6001 has not been determined.

The snubber is being returned to the vendor for evaluation and determination of the mode of failure.

The failure of Snubbers Serial Nos. 842, 836 and 837 appears to have been caused by personnel accidentally stepping on them during the construction stages.

All four snubbers have been replaced in kind.

Design change 2EC-0650 has been initiated to replace Snubber Serial No. 6001 with a larger capacity unit to preclude the failure of the snubber in this location.

The reevalusilon of Snubbers berial Nos. 836 and 837 indicated that they are not required for seismic protection of the system.

Design change lEC-1260 will be issued to remove these snubbers.

4 This completes our requirements in accordance with IE Bulletin 81-01.
