Dear Mr. Soukup:
This is in partial response to your letters of May 6 and May 14, 1981 in which you requested, pursuant to the Freedom of Information Act, copies of four categories of documents pertaining to the Stepan Chemical dump site and any reviews by the NRC on Wehran Engineering's proposal to SWS/Laino.
With regard to any NRC reviews of Wehran Engineering's proposal, we have been advised by our Region I office that there was no formal review prepared.
Mr. Frank Costello has informed us that he called Mr. DeLucia after receiving the request, but did not make a written response. Mr.
Costello said that he told Mr. DeLucia that the prcposal was reasonable and logical from a technical point of view.
He also stated that he was specifically excluding from his comments any judgment about the cost estimates contained in the proposal.
We wish to inform you that in previous F0IA requests identified as F0IA-81-38 (HIRSCHFELDER) and 81-50 (KUHLES), copies of NRC documents relating to the subject of your request were placed in the NRC Public Document Room (PDR), located at 1717 H Street, N.W., Washington, DC 20555, where they are available for inspection and copying.
The charge for reproducing i
records located in the PDR is five cents ($0.05) per page, as spe :ified l
in 10 CFR 9.14(a) of the Cormiission's regulations.
Copies of these documents can be purchased by writing directly to the PDR. The number of pages is indicated in the Appendices of the response letters for 81-38 and 81-50, which are enclosed, l',rn your agreement to pay the l
reproduction charges, the PDR will artange for the records to be reproduced by Literature Research Company, a private reproduction contractor scryicing the PDR.
You will be billed by Literature Research Company for the reproduction charges, plus tax and postage.
An additional document which is subject to your request has been referred to the Environmental Protection Agency for releasability determination j
and direct response to you.
Also subject to your request is the report entitled " Radiological Assessment of Ballod and Associates Property (Stepan Chemical Company), Maywood, New Jersey," which is currently undergoing final revision.

Document 15 contains a blanked-out space in the third paragraph.
There was an error in the original memorandum which was removed prior to being released, and a new memorandum was not written. A portion of document 18 has been deleted in order to withhold the name and home address of an individual whose well was tested for possible contamination.
Because disclosure of this information would constitute a clearly unwarranted invasion of personal privacy, it is being withheld from public disclosure pursuant to Exemption (6) of the Freedom of Information Act (5 U.S.C. 552(b)(6))
and 10 CFR 9.5(a)(6). The blanked-out space at the bottom of this document contained a distribution list which was not used and was deleted from the copy of the original letter prior to release.
Additionally, a portion of document 28 has been deleted in that it contair.

This information is being withheld from public disclosure under exemption (5) of the Freedom of Information Act (5 U.S.C.55?(b)(5))and10CFR9.5(a)(5).
Portions of documents 43, 44 and 45 have been deleted in order to withhold names, addresses and home telephone numbers of individuals.
