Pursuant to 10 C.F.% $ 2.715(C), the Ashtabula County Comissioners and the Ashtabula County Disaster Services Agency, petition this Commission for admission as party participants in regard to the above-captioneo catter for the reasons stated below:

1.)

Ashtabula County, Ohio lies adjacent to Lake County, Ohio where the Perry Nuclear Power Plant is being constructed; 2.)

Approximately 15,000 residents.)f Ashtabula County live or work within a ten mile radius of the Perry Nuclear Power Plant; l

3.)

The Ashtabula County Commissioners and the Ashtabula County Disaster Services Agency are required by law to formulate and impliment the requirements promulgated in NUREG-0654; 4.)

The formulation and implemention of the requirements promulgated in NUREG-0654, must be coordinated with existing plans, such as may be in existence in adjacent counties; 5.)

4 will require considerable financing currently unavailable or lacking resources in Ashtabula County.

Therefore, in order that the formulation and financing of NUREG-0654 criteria may properly remain under the auspices of the supervisory power of this Commission, the petitioners hereto request that they be permitted to appear before this Commission at the appro-priate times in which to present the information alluded to above.
