Dear Mr. Eisenhut:
This letter responds to NRC Generic Letter No. 81-27 concerning information of a proprietary and/or private nature which may be contained in a licensee's emergency plan and implementing procedures.
The Emergency Plan for the Donald C. Cook Nuclear Plant dec.mt contain any proprietary or private information which needs to be witt held from public disclosure. The Donald C. Cook Nuclear Plant Emergency flan implementing procedures, however, should be considered proprietary and we request that they not be placed in the Public Document Rooms. Our rationale is that the procedures contain information on how the plant operates; methods or communication; specific details on instrument parameters that may be mis-intepreted by the public; calculational methods for determining dose calcu-latit,1s that are specific to plant operations; and general information that shoulo be available only to off-site support agencies on an as-needed basis.
It is, ther re, requested that all Indiana & Michigan Electric Company, Donald C. Cook Nuclear Plant Emergency Procedures identified by the numbers Pr'P2080 EPP.XXX, PMP2081 EPP.XXX and PMP2082 EPP.XXX, including Appendices, be withheld from the Public Document Rooms.
