UNION ELECTRIC C CALLAWAY PLANT, UNIT 1 CONSTRUCTION PERMIT CPPR-139 Pursuant to the provis. ions of 10CFR50.55 (b), Union Electric Company hereby requests that the subject Construction Permit, Number CPPR-139 be amended by extending the latest date for completion from*
February 28, 1982 to December 31, 1983.
The requested amendment to the Construction Permit is required because of a change in the expected in-service date of Callaway Plant Unit 1 from October, 1981 to April, 1983.
The change of the in-service date is a result of two delays in scheduled completion which were announced by Union Electric Company on February 11, 1977 and October 8, 1980.
The first of these deferrals was for a period of 12 months and the second for a period of 6 months.
The first change in construction completion date resulted primarily from a change in Missouri public utility law which prohibited the inclusion of construction work in progress in the rate base and also because projected load growth was less than originally anticipated.
These changes impacted Union Electric's entire construction program including Callaway Unit 1.
As a result of the change in Missouri public utility law, (1) the amount of cash generated internally decreased and (2) the amount of allowance for funds used during construction included in the Company's earnings increased.
This change in earnings structure affected the amount of funds available for construction.
Between 1973 and 1977, the average annual projected load growth (based on a 10 year forecast) for the Company decreased from 5.6% to 4.4%.
That decrease resulted in the need for Callaway Unit 1 being delayed until the summer peak loads of 1983.
The second schedule change was a result of several factors.
First, during the spring of 980, there were successive strikes by the Laborers' and the Operating Engineers' Unions which together lasted a total of nine weeks.
Second, design changes to the plant were initiated to satisfy NRC requirements resulting from the accident at Three Mile Island, Unit 2 in March, 1979.

requirements are two new buildings, a Technical Support Center and an Emergency Operations Facility, and associated data systems which are to be operational prior to fuel loading (See NUREG-0694, June, 1980).
The time required for design end construction of these facilities will extend beyond the previous fuel load date of April, 1981.
In addition to these factors, the productivity of construction labor has been lower than ancitipated, i e.,
the manhour requirement for performing certain construction items has been higher than that used in initial planning, and more manhours are being forecast to complete the work.
We believe a major cause of this change in productivity is due to increased regulatory requirements in the area of quality control.
The change being requested in the date for completion reflects the total of the two deferrals announced by the Company and provides for some additional margin in the event other unanticipated schedule problems develop.
Based on the above, Union Electric believes that good cause exists for the granting of the requested amendment to the Construction Permit CPPR-139 for Callaway Plar,'c Unit 1.
The two i
changes in scheduled completion described herein were a result of conditions beyond the control of Union Electric and the request is for a reasonable period of time in light of those conditions.
The requested amendment involves only.the period of time for which the construction permit is valid and therefore does not involve any significant hazard or change in environmental impact.
Therefore, Union Electric believes the requested amendment is a Class II amendment per 10CFR170.22.
Enclosed is a check for $1,200.00, the required fee for a Class II amendment.
