Dear Mr. Helfrich:

On July 13, 1981, State forwarded Executive Branch views on Edlow International's proposed export of natural uranium to Euratom countries for use in light water

commercial power reactors (XUO8525). Edlow's application indicates that the material will be converted, fabricated, stored, and enriched within the European Community.

With regard to the fabrication and storage of the source material, we note that the Executive Branch views do not address the possible facilities which may fabricate the material nor the Urananlage E11weiler storaga facility in West Germany. We also note, in' the Delegation's June 17 letter to the Department of Energy, that the Delegation of the Commission of European Communities does not authorize any fabricator or the above mentioned storage facility to receive or possess the material pursuant to the Additional ~ Agreement for Cooperation.

We would appreciate your obtaining these assurances from the Delegation covering the possible fabricators and the West German storage facility and providing Executive Branch views on these facilities. Your consideration in this matter is appreciated.
