Attention: Mr. T. A. Ippolito, Chief

Dear Mr. Ippolito:

A St bject:

Proposed Change to Technical Specifications Cooper Nuclear Station NRC Docket No. 50-298, DPR-46 In accordance with the applicable provisions specified in 10CFR50, Nebraska Public Power District requests that the technical specifications for Cooper Nuclear Station (CNS) be revised to incorporate the change described below.

General Electric has completed a Suppression Pool Temperature Analysis for CNS which has demonstratgd that the suppression pool technical specificatior, limit g

g may be raised from 90 F to 95 F without exceeding the 200 F Mark I temperature limit, LOCA considerations, and ECCS pump NPSH requirements. Although preparation of the final report is in progress, due to increasing Missouri River temperatures, the District is constrained to request at this time that-Specification 3.7. A.1.c. be revised as indicated on the attached page 159. The final analysis will be forwarded to the NRC approximately September 1,1981.

The preliminary results of the analysis in tabular form 1 also attached.

Since the technical acceptability of this analysis has been previously determined under the NRC Mark I Containment Program, payment fu. a Class II amendment in the amount of $1,200 is submitted.

Should you have any questions or require additional information, please contact me.

In addition to three signed originals, 37 copies are also submitted for your use.

Sincerely,

(
