Dear Mr. O' Leary:

On November 21, 1972, the United States Atomic Energy Commission issued Change 33 to the Technical Specifications of Facility License DPR-6. This change concerned the testing of the explosive actuated valves of the Big Rock Point liqr.id poison sys-tem. The discussion of the change in your letter ard the change itself are not compatible.

The discussion in your letter implies that the test firing of the explosive primers will utilize the normal actuation circuit.

Section 5.2.3 of the Technical Specifications requires monitoring of the firing current. During telephone discussions with members of your staff, we discussed the advantages and disadvantages of using the normal actuation circuit and a special test circuit for test firings. We concluded that it was more advantageous to use a special test circuit it. which the firing current could be varied and monitored.

This allows testing of the minimum specified firing current for each and provides more inforr.ation with respect to +he condition of the primer. Even though the primer is tested usirf a special test firing circuit, it is installed in a spare valve identical to those used in the poison system to insure the trigger assembly develops sufficient force to shear the integral inlet cap. In addition, the operability of the normal actuation circuit is tested to insure that it develops the specified firing current.

During our March 1973 refueling outage, the, squib primer was fired using a special test circuit. Although this is contrary to the discussion in your letter, we feel it is fully in accordance with tne intent of the testing require: rents of Section 5.2.3 of the Big Rock Point Technical Specifications.
