By letters dated October 21, 1974 from Mr. Ziemann and Mr. Purple, respectively, the Directorate of Licensing staff requested x '
that we adopt Standard Technical Specifications on Administrative Controls including incorporation of Regulatory Guide 1.16 (Revision
- 2) by December 1, 197h.
Consumers Power Company has attempted to carry out this request. Draft revisions of the Administrative Controls Technical Specifications were prepared and submitted for Ieview by each Plant Review Committee as well as review by the Safety Audit and Review Board. Today, the Safety Audit and Review Board concluded that sig-nificant changes beyond those proposed in the draft from the Standard Technical Specifications were both desirable and necessary. However, these changes could not be accomplished in time to enable submittal by December 1, 1974.
A schedule was adopted for identification and evaluation of Safety Audit and Review Board member concern and for resubmittal of the Administrative Controls Section of the Standard Technical Specifi-cations. This echedule vill result in a delay in the submittal of Revised Administrative Controls Sections of the E'tanderd Technical Specifications until December 23, 1974.
If this delay is not acceptable, please notify us.
