Dear Mr. Goller:
By letter dated November 5, 19Th, the AEC issued Amendment 8 and Technical Specifications Change No 45 to Facility License No DPR-6.
That anndment and accompanying Technical Specifications Change added Interim Surveillance Requirements to the Technical Specifications for the Big Rock Point Plant pending completion and acceptance of certain modifications to the plant to assure that it will withstand the conse-quences of postulated ruptures in the high energy fluid piping outside containment without loss of capability to achieve and maintain safety shutdown of the facility. That letter requested that Consumers Power Company inform the AEC of the schedule for completion of the proposed modifications to the plant relating to the high energy fluid piping system. Consumers Power Company presently plans to complete the modi-fications (described in the Safety Evaluation attached to the November 5, 1974 letter) during the 1975 refueling outage that is presently scheduled to commence about mid-September 1975 In a telephone conversation, I had previously stated that I felt Consumers Power Company would be able to complete these modifications by July 1975 This statement was made in early 1974 and assumed _that finsl AEC approval of the modifications would be forthcoming within several months and that our 1975 refueling outage would accur in the first half of 1975 After receipt of Amendment 8, I discussed the requirements of the revised Technical E7ecifications with a member of the Directorate of Licensing staff to eo'ure that I fully understood them. One typo-graphical error was identified and I understand it will be corrected by the AEC in the near future. This typographical error was in the revised Paragraph h.l.2(c)3(a):
the number "h.6k" should be " Table 9 3(b)."

Docket 50-155, License DPR-6 Big Rock Point December 9, 197h Further, with regard to the asterisk on Table 9 3(b) requiring the. volumetric inspections to be completed within _three months of the iscuance of this change, it was stated that this requirement could be ful-filled by previous examinations performed on the velds in the piping identified.. Over 50 percent of the velds in the identified piping have been examined during the past several years. The remainder will be examined during our surveillance _ outage which is scheduled to occur during January 1975 This will fulfill the volumetric examination requirements of Table 9 3(b).
The requirement of the periodic visual leakage check was also discussed.. I was it.cormed that this periodic leakage inspection was meant to be an inspection of the piping in the as-found condition at the present time -and that the insulation need not be removed to perform this inspec-tion. The insulation vould be removed only if the results in the visual inspection indicated that a leak may exist.
Item h of the change states", in part:
".... The inservice examinf ion and the frequency of inspection vill provide a means for timely detection and need only be in effect until required modifications are complete." I was informed that this statement applied to Technical Specifications Change No h5 in its entirety. We vill, therefore, consider the requirements of Technical Specifications Change No h5 to the Technical Specifications to be null and void when the mod'fications described in the safety evaluation have been completed.
