Dear Mr. Keppler:

Your letter of January 13, 1975 transmitted RO Inspection Report Number 050-155/74-08 and requested additional information with respect to the enforcement action identified under Item B in the Stamary of Findings in the report. Specifically, your letter requested infor-nation regarding the date when full compliance would be achievel for recalibration of the off-gas flow recorder and inclusion of requirements in the " Draft Technical Specifications" of a requirement to semiannuc.lly measure the off-gas holdup time and density. Also, in your letter, you stated that the Semiannual Report should include correction factors to be applied to all past reported stack particulate and iodine releases.

The off-gas recorder was rescaled to indicate the correct off-gas flow rate in December 1974.

In addition, a requirement to measure the off-gas holdup time and off-gas density at ripproximately 6-month intervals has been included in the plant procedures and is being incor-porated into the " Draft Technical Specifications" which are being pre-pared for final submittal at the present time. We felt it was prudent to include this requirement in the plant procedures at present because it is uncertain when the " Draft Technical Specifications" vill be final-ized, approved and become firm requirements.

Although not clearly stated in our November 1, 1974 letter, it was our intention to include a statement of correction factors that would be applied to all past reported stack particulate and lodine releases in the Semiannual Report that is due March 1, 1975. We still plan to carry out this intent.
