Dear Mr. O' Leary:

The Big Rock Point Plant Technical Specifications state that instrumentation associated with the reactor protection system must be functionally tested at each major refueling outage not to exceed an interval of at least once every 12 months. This instrumentation vrss last tested during the previous Big Rock Point refueling outage in 1973 Calibration of the instrumentation commenced on March 12, 1973 and the last functional tests were performed April 5, 1973. The plant will be shut down for refueling on March 22, 197h and it is planned to perform the required functional testing during this refueling outage.

Originally, the first refueling outage in 1974 was scheduled to commence in February 197h. This outage has been delayed due to de-lays in completing the relining of the Big Rock Point spent fuel pool.

This delay has resulted in the commencement of the refueling outage sliding beyond a time when a strict literal interpretation of the "at least once every 12 months" requirement for functional testing of re-actor protective system instrumentation can be achieved. However, we believe that the 10-day delay beyond "one year" is within the intent of the Technical Specifications.

At the present time, we are rewriting the Technical Specifi-cations as was requested by your staff.

In the rewritten version, we are including an allowed variation of the required time intervals be-tween calibration to provide additional operating flexibility.
