INTRODUCTION A.

PURPOSE OF THIS REPORT The purpose of this report is to present information to show reasonable assurance that a nuclear power plant (the Plant) as proposed can be constructed and operated by Consumers Power Company at Big Rock Point, without undue risk to the health and safety of the public.

B.

BACKGROUND The Consume rs Power Company is proposing to build a single cycle, forced circulation boiling water reactor power plant with a nominal electrical generating capacity of 50,000 kw.

The Plant is to be located at Big Rock Point in Charlevoix County, between the towns of Charlevoix and Petoskey, on the northern shore of Michigan's lower peninsula. Bechtel Corporation is the prime con-('

tractor, and the General Electric Company is furnishing the reactor, turbine generator, and other electrical apparatus.

The High Power Density Reactor Plant, as proposed, will guarantee a capacity of 50,000 kw gross electrical output at a reactor system pressure of 1050 psia. An associated Research and Development program is proposed which may perrnit operation of the Plant at a capacity of 75,000 kw gross electrical output at reactor pressures up to 1500 psia.

SCOPE OF THIS REPORT This report describes the main conceptual features of the Plant with emphasis on the site and its environs, along with a prelim-inary safety analysis of the project as recluired by Paragraph

50. 34 of the AEC Regulations.

employed will reflect soundly based, known technology acquired in development of similar projects (notably Dresden Nuclear Power Station).

This report includes information on the extensive development pro-gram to be carried out in the plant. This information is included only to impart to the reader over-all perspective on the project.

Approval of the development program or of any concepts for ad-vancing reactor technology expected to result from it is not sought at this time.
