Dear Mr. O' Leary:

Mr. Donald J. Skovholt's leWr of August 3,1972, requested that we review our Big Rock Point facility to determine whether failure of any equipment, particularly the circulating water system, could cause flooding of critical equipment such as that which occurred recently at Quad-Cities Unit 1.

At the Big Rock Point Plant, there are no valves installed in the circulating water system which are downstream of the expansion joints. Therefore, the shock wave caused by valve closure failure mechanism that occurred at Quad-Cities does not exist at Big Rock Point.

In addition, all equipment is above lake level at Big Rock Point.

If, for some reason, a circulating water expansion joint did rupture, the flooding would continue only as long as the pumps continued to run.

We have also considered the possibility of pipe ruptures in other systems that might affect the performnce of engineered safety systems. Due to the small pipe sizes and relatively large volumes re-quired to be flooded, degradstiv would not occur in less than about 30 minutes, assuming the w w : coalitions. If there were problems asso-ciated with these systad. % 1 wuald be alarmed in the control room long before any actica e, M e required to prevent degradation of en-gineered safety systet..

Based on the reviews perferned and described briefly above, we have concluded that we do not have potential for flooding that would adversely affect safety-related equipment.
