Power Company on May 1, 196h for the Big Rock Point Plant is requested:
I.
Section 6, Table 6.1.2 Reactor Safety System During Power Operations Change low steam drum level scram setting from:
"8.0 i 0.5 inches below operating level" To:
"Not lower than 8 5 inches below steam drum center line."
II.
Discussion The " low steam drum water level" trip is an anticipatory type of trip which indicates a loss of water condition that could lead to low water level in the reactor. The trip set point was established prior to plant operation as being 8.0 1 0 5 inches below the operating level, which at that time was envisioned to be the drum center line. The plant oper-ating history has shown that the normal v'ater level in the drum during power operation varies from end to end by approximately 4 inches. This end-to-end variation is power level dependent.
There are four water level sensors associated with the steam drum, two at each end. The set points for the trip devices associated with these sensors have been established at 8.0 i 0 5 inches below the drum center line. The drum center line has historically been considered to be the aormal operating level even though the water level at one end of the drum has been at or a few inches below the drum center line, while the water level at the other end of the drum has been at or several l
inches above the drum center line.
If one considers the actual water level at each end of the drum individually and demands a literal inter-pretation of the Technical Specifications, he would conclude that we were not operating in conformance with the requirements for the " steam drum

to less than 8 5 inches below the drum center line vill eliminate the difficulties in interpretation.
III. Conclusion Based on the foregoing, we have copeluded that this proposed change does not involve an unreviewed safety consideration or a sig-P nificant hazards consideration.
