SECTION 1 INTRODUCTION AND CONCLUSIO'AS 1.
PURPOSE OF THIS REPORT 1.1.1 This report presents the technical information to give reason-able assurance that the nuclear power plant as described can be operated by Consumers Power Company at Big Rock Point, without undue risk to the health ar.d safety of the public.
1.1. 2 The technical information is prese nted to support Consumers Power Company's application for nn cperating license for the Big Rock Point nuclear reactor in accordance with requireme sts established by Paragraph 50. 34 of 10CFR, Part 50.
1.1. 3 The initial function of the report will be to provide a basis for the issuance of a provisional operating license pursuant to Section 50. 57 of the Commission's regulations. In submitting this report, Consumers Power Company has requested a pro-visional operating license for a period of 18 months authorizing (a) operation of the reactor at successive power levels up to a maximum power level of 157 thermal megawatts and (b) conduct of Phase I of a re 4earch and development program as described in Section 10 of thM report. The primary purpose of this report is to demonstrate, on the basis of existing technology and ex-perience, that the plant can be operated within the scope of 4
such an initial operating license without undue risk to the 4
health and safety of the public.
1.1. 4 Consumers Power Company expects at a later time to operate the plant at its full design capacity of 240 thermal megawatts and to carry out in the plant additional phases of the research and development program. Satisfactory operation of the plant at its full desig t power and completion of some of the later experimental work will depend in part on the results obtained in the initial stages of operation and on portions of Phase I of the research and development program. Supplemen tal info r-mation with respect to actual plant operation will, therefore, be filed later by Consumers Power Company in support of an application for conversion of '.ne provisional operating license tc a futi-term license authorizing operation of the plant at full power and authorizing conduct of the balance of the research j

- 1. 2. 2 In accordance with the above authorization, Consumers Power Company is proceeding to build a direct cycle, forced circula-

tion boiling water reactor producing 157 thermal megawatts at a nominal r,eactor system pressure of 1050 psia. The.
electric generating capacity at this thermal output is 50,000 kw.
All components of the plant are designed for a higher svatem pressure and power of 1500 psia and 240 thermal megawatts, respectively, to erable plant operation up to 75,000 kw gross electrical output. This higher output is dependent, in part, upon the successful achievement of the objectives of the associated research and development program.
