I and 2 SUBJECT-SumARY OF HEETIfiG HELD O!l SEPTEMBER 5,1978 TO DISCUSS STORIfiG IriDIAtt PoliiT UtilT 2 SPEffT RJEL IN THE ItIDIAtt 0 P0lliT I FUEL hAtiDLitiG RUILDING A meeting was held on Septerber 5,1973 in Bethesda, Maryland to discuss Con Edison's propotA to store Indian Point Unit 2 snent fuel in the Indian Point 1 Fuel handling building.
Con Edison had submitted a preliminuy report by letter of May 4,1978, and requested that the NRC indicate approval of the desian concepts ard design criteria.
Con Edison stated at the meeting that the Indian Point Unit I pools are capable of withstanding the effects :f the site Safe Shutdown Earthquake, but the cooling water systems, makeup water systems and superstructure are not. The pool will only be used for once-burnri fuel that has been cooled in the Indian Point 2 pool at least one year. Con Edison stated that it did not intend to analyze the fuel assuming the water was lost, but rather would demonstrate that ade-quate cooling water would be retained.
We indicated that the concept appeared to be feasible, but that a detailed and difficult review would have to be perfomed. We indicated that review would be simpler if Con Edison could show that the fuel could be air cooled if the water in the pool was lost.
Otherwise, Con Edison uust examine all credible events that could cause pool damage and water leakage, such as a falling crane, falling structure, etc. The staff stated that, although they knew of no regulation requiring it, all recent spent fuel pools have had metallic liners.
Itewever, this does not necessarily mean that Con Edison would have to backfit and install a metallic liner in the Indian Point I rool.
Con Edison stated that it will consider our comments in deciding whether to pursue this proposal or to further pursue other alterna-tives.for temporary storage of Indian Point 2 spent fuel.
