Dear Mr. Stratman:
We have received the enclosed Federal Emergency Management Agency (FEMA) correspondence dated February 9,1994, transmitting the findings for the offsite emergency preparedness aspects of the Perry Nuclear Power Plant exercise conducted on December 9, 1992.
FEMA identified no new deficiencies in the performance of offsite agencies during the-December 9, 1992 exercise. However, 13 Areas Requiring Corrective Action (ARCA) were identified during the exercise. Opportunities for offsite agencies to demonstrate successful corrective actions for each of the ARCAs should be_ planned for your next scheduled exercise.
We fully recognize that any corrective actions to be implemented.may involve parties and political institutions which are not under your direct control.
Nonetheless, we would expect the subject of offsite preparedness for the area around the Perry Nuclear Power Plant to be addressed by you as well as others.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this _ letter and the enclosed FEMA report will be placed in the NRC Public Document Room.

Enclosed is a copy of the final exercise report for the December 9, 1992, exercise of the offsite radiological emergency response plans for the State of Ohio and affected local jurisdictions site-specific to the Perry Nuclear Power Plant.
The State of Ohio partially participated and Lake, Ashtabula, and Geauga Counties fully participated in the exercise.

There were, however, thirteen Areas Requiring Corrective Action (ARCA) identified during the exercise.
Region V staff will coordinate with the State of Ohio to correct the ARCAs on or before the next scheduled biennial exercise.
Based on the results of the December 9, 1992, exercise, the offsite radiological emergency response plans and preparedness for the State of Ohio and the affected local jurisdictions site-specific to the Perry Nuclear Power Plant can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
