SUBJECT: NRC Security Inspection No. 50-271/94-12 (05/02-05/94)

This letter refers to the above subject security inspection of the Vermont Nuclear Power Station
by Messrs. R. J. Albert and G. C. Smith of this office. Areas examined during the inspection
are described in the enclosed report. Within these areas, the inspection consisted of observations
of security activities, interviews with personnel, and selective examinations of security
procedures and records. Our preliminary findings were discussed by Mr. Albert with Mr. J.
Herron and other members of your staff at the conclusion of the inspection.
We found that your physical security program was effective and directed toward assuring public
health and safety. However, the protection of one component of station vital equipment did not
appear to be sufficient. We found your interim and proposed actions on this item to be
acceptable and are holding this item open pending completion and formalization of your actions
to prevent such occurrences. In that regard, we note your plan to, within 90 days, review and

revalidate designated vital equipments at the station and the physical protection afforded them.

In that regard, we wish to emphasize that we have drawn no conclusion that there is a need to
designate additional facility areas or equipments as vital.
A section of the enclosed inspection report includes information about your security program that

has been determined to be exempt from public disclosure in accordance with 10 CFR 73.21
(Safeguards Information). Therefore, it will not be placed in the NRC Public Document Room
i
and will receive limited distribution. This letter and the remainder of the inspection report will
be placed in the Public Document Room, in accordance with 10 CFR 2.790(a).
