CECO Response to Notice of Violation from D. Farrar, dated April 7,1994.

Enclosed is Commonwealth Edison's ammended response to the Notice of Violation (NOV) transmitted with the referenced letter. The NOV cited a Level IV violation concerning procedure adherence with three examples. On April 7,1994 the station's response to this NOV was sent to the NRC.

The following additional commitments are being made by this letter:

1)

The station chemistry department shall review the chemical control procedure (QCAP 700-2; to ensuce it meets the intention of the Recommended Practices for a Consumable Chemical Control Program for Nuclear Stations. This review and any needed revisions will be completed by September 3,1994.

2)

Training for the Mechanical Maintenance department on ARGO packing will be completed by December 31, 1994. In addition, the general valve packing procedure QCMM 1515-7 will be revised by November 1,1994. An interim procedure which will include instructions for ARGO packing will be implemented by May 27, 1994.

The Followina New Commitments Beina Made Are:

2. The NRC cited several cases where the station used Belzona on equipment that was in direct contact with plant process water. The station procedures in effect at the time listed Belzona as an approved chemical. The NO Directive for chemical control for consumable products required that consumable products not previously tested by SMAD which may come in direct contact with plant process water must be submitted and tested prior to onsite use. Belzona was not analyzed by CECO until January,1994. The station Chemistry department shall review the Chemical Control procedure (OCAP 700-2) to ensure it meets the intention of the Recommended Practices for a Consumable Chemical Control Program for Nuclear Stations. This review and any needed revisiors will be completed by September 3,1994.

Note: The above commitment is a new commitment to the station's response.

3. The repacking of the 2-220-118A valve was not completed correctly.

Communications played a major part in the matter. OCMM 1515-7 (General Valve Packing Procedure) does not contain specific instructions on how to repack a valve using ARGO packing. The procedure QCMM 1515-7 will be revised to include ARGO packing instructions and to refer to the Valveman Data sheet by November 1,1994.

4. An interim procedure to include the instructions for the installation of ARGO packing will be developed and implemented by May 27,1994.

Note: The above commitment is a new commitment to the station's response.

5. Mechanical Maintenance will receive training on ARGO packing installation by December 31,1994. Several Mechanical Maintenance personnel have received training on the installation of ARGO packing. Contractor personnel working in the valve group under Mechanical Maintenance are assisted by an ARGO Packing vendor and have received training in ARGO packing installation.
