NRC Combined Inspection Nos. 50-317/94-18; 50-318/94-18

An announced safety inspection of the radiation protection prognun at your facility of

activitics authorized by NRC License Nos. DPR-53 and DPR-69, was conducted by Mr. J.

Furia of this office on April 25-29, 1994. The inspection findings were discussed by Mr.

Furia with Mr. C. Cruse and other members of your staff at the conclusion of the inspection

on April 29, 1994.

Areas examined during this inspection are important to health and safety and included the

radiation protection prognun. Areas inspected include your prognuns for: maintaining

occupational exposure to ionizing radiation as low as reasonably achievable (ALARA),

radiation safety during a refueling outage, radiological work control and assurance of quality.

Within these areas, the inspection consisted of selective examinations of proceduies and

representative records, interviews with personnel, and observations by the inspector.

ALARA initiatives and improved ALARA planning for the Unit I lith refueling outage (RF-

1I) appear to be more successful than those taken during the past two years. However,

continued improvement is required in the area of ALARA, especially in regard to scaffold

control and identification for work involving In-Service Inspection. One non-cited violation

in the area of failure to follow procedures by a contractor health physics technician was also

identified.

No additional safety concerns were identified. No response to this letter is required.
