Dear Mr. Denihan:

This refers to the Nuclear Regulatory Commission's (NRC's) participation on March 18-21, 1994, in responding to a potential radiological hazard involving a container designed to house radioactive material and found by a Cleveland resident at 6610 Morgan Avenue on March 16, 1994.

As you know, on March 18, 1994, NRC dispatched four Region III representatives to support the Cleveland Fire Department and assist state and local officials in coordinating the response to this potential hazard. Another NRC Region III representative provided additional assistance on March 21, 1994.

The enclosed copy of our inspection report summarizes the NRC's participation in this incident.

The participation included technical support at press conferences, interviews of residents and performance of various radiation surveys and measurements.

Although neither the owner of the container or the children who reportedly handled it on March 16, 1994 were identified, our staffs were able to verify the absence of a radiological hazard in the community.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed report will be placed in the NRC Public Document Room.

We extend our appreciation to you and your staff, particularly Captain Root and Lieutenant Scott of the Cleveland Fire Department, for their conscientious and diligent efforts to resolve this matter.

Our respective organizations worked well together in responding to this potential problem.
