SUBJECT: NRC INSPECTION REPORT N05. 50-338/94-07 AND 50-339/94-07
This refers to the inspection conducted by Mr. R. McWhorter of this office on
March 20 through April 16, 1994. The inspection included a review of
activities authorized for your North Anna facility. At the conclusion of the
inspection, the findings were discussed with those members of your staff
i
identified in the enclosed report.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
Within the scope of the inspection, violations or deviations were not
i
identified.
The inspection identified a condition where an abnormal procedure called for
tripping the main turbine, but the turbine was not tripped due to personnel
safety considerations. We agree with your concern about personnel safety
considerations and this justified waiting to trip the turbine.
However, we
are concerned about the operators' command and control during the evolution,
,
and identify this concern as a weakness.
Consequently, this weakness is being
highlighted for your attention and resolution.
Pursuant to 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of this
letter and its enclosure will be placed in the NRC Public Document Room.
