OPERATOR INITIAL LICENSING EXAMINATION RESULTS This refers to the meeting conducted in the Region IV office on April 26, 1994.
The attendance list is attached.
This meeting related to performance on the operator license examinations administered earlier this year.
The licensee representatives indicated that:
The overall results from the license examinations were not at the level expected by the licensee.
Written examination scores were about seven points below those for internal examinations administered for all applicants.
The NRC written examination placed more emphasis on situational procedure knowledge than was the case for internal evaluations.
Reliance on multiple choice questions internally may have reduced the depth of knowledge evaluated on internal evaluations.
Operating test performance by those denied licenses has not been evaluated by the licensee, due to other higher priority tasks.
Corrective actions are expected to include use of short-answer questions for internal evaluations and, possibly, use of oral boards in making final determinations.
Corrective actions will be implemented for the next license class, which is expected to start in July 1994.
Retake examinations for the denied applicants should occur during the-September 1994 requalification and procedure inspection.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, f ode of Federal Regulations, a copy of this letter will be placed in the NRC's Public Document Room.
