Vice President Nuclear Power 231 West Michigan Street - P379 Milwaukee, WI -53201 Dear Mr. Link: , This refers to the routine safety inspection conducted by Messrs. J. Gadzala and others of this office, from March 1 through April 18, 1994, of activities at the Point Beach Nuclear Plant Units I and 2. Our findings were discussed with Mr. G. J. Maxfield and members of his staff at the conclusion of the inspection. Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with. personnel, and observations. During this inspection, certain of your activities appeared to be in violation of NRC requirements. A contractor failed to advise you'of one of their no/ i employee's positive drug tests when requesting unescorted access authorization for the employee. This incident was investigated by the.NRC Region'III Office i of Investigations. A synopsis of the investigation results is enclosed for your information. While, you are accountable for your contractor's failure to comply with NRC rules, this violation is not being cited because your efforts in correcting it meet the criteria specified in Section VII.B of the " General Statement of Policy and Procedures for NRC Enforcement Actions", o (10 CFR Part 2, Appendix C). No written response or further action pertaining ' to this matter is required. A special NRC assessment conducted during the week immediately following the close of this inspection report identified areas of weak control room operator performance. Examples observed during periods of extended NRC observation included informal communications, inattention to main control board panels, high control room traffic, and overloading of shift supervision with administrative matters. We are concerned by these observations and expect that you will take aggressive, thorough corrective actions. ' ' . ' ' MAY 0 61994 ' - Wisconsin Electric Power 2 Company i Your engineers recently determined that Unit 2 was routinely operated approximately 1.5% above its licensed power since 1991. We are concerned that- you were aware of a power mismatch between Units 1 and 2 since 1991 but focused your attention on a perceived loss of efficiency in Unit 1, allowing the high power condition in Unit 2 to go uncorrected. We have not completed our evaluation of the circumstances surrounding operation of Unit 2 above its licensed rated power. Enforcement action pertaining to this issue will be addressed in future correspondence. In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosures will be placed in the NRC Public Document Room. 1 We will gladly discuss any questions you have concerning this inspection.
