COMANCHE PEAK STEAM ELECTRIC STATION PHYSICAL SECURITY PLAN, REVISION 19 This acknowledges the receipt of your letter dated March 18, 1994, by which you transmitted Revision 19 to the Comanche Peak Steam Electric Station Physical Security Plan.
We have has reviewed the submitted revision and found the changes to the subject letter and the attachments thereto tn be consistent with the provisions of 10 CFR 50.54(p).
Accordingly, they are acceptable for inclusion into the plan.
The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)
DOCKET NOS. 50 445 AND 50-446 TRANSMITTAL OF CPSES PHYSICAL SECURITY PLAN REVISION 19 Gentlemen:
In accordance with 10CFR50.4, enclosed are four (4) copies of the CPSES Physical Security Plan Revision 19 (Copy Numbers: 13. 14, 15 and 16).
Summary of Changes:
Section 10.1 has been chanced pursuant to an NRC letter dated February 16, 1994, in which it was stated that the use of equivalent armed responders as compensatory measures in Revision 18 of the Physical Security Plan appeared to present a decrease in the effectiveness of the plan.
The provision in Section 10.1 allowing for eouivalent armed responders to be used as compensatory measures has been deleted and the provisions of the previous revision have q
been restored and are being followed.
Sectich 11.2 has been changed pursuant to an NRC letter dated February 9, 1994, in which it was stated that conditions were not included in Revision 17 of the Physical Security Plan to stipulate when a diesel generator could be devitalized.
The omission appeared to present a decrease in the effectiveness of the plan.
Technical Specifications requirements specifying when a diesel generator can be taken out of service (and thereby devitalized) have been reinserted into Section 11.2.
The condition stipulating that a diesel generator can be devitalized for the purpose of-repair, replacement, or major maintenance, was also restored to the plan.
Section 13.2 has been changed to correct a procedural problem which resulted in a reportable event due to a containment personnel entry open door alarm test conducted on January 6. 1994 An alternate test method has been implemented and is specified in Section 13.2.
This alternate test method is presently in use (See Attachment).
