Beaver Valley Power Station, Unit No. 1 Docket No. 50-334, License No. DPR-66 IST (Inservice Test) Program; Proposed Revision 1E The purpose of this submittal is to request NRC review and approval of Proposed Revision IE to the Unit No. 1 IST Program. Pump Relief Request No. 3 was previously approved granting relief from monitoring flow during quarterly testing of the boric acid transfer 1 pumps. The alternative test is a refueling frequency full-flow test which measures pump differential pressure and calculates flow. The attached proposed relief request revises the full-flow test-performed a during refueling outages while leaving the quarterly test unchanged.

The existing full-flow test measures flow by measuring the change in tank level over time as the process fluid is pumped from one boric acid tank to the other. The new full-flow test would install a -

portable ultrasonic flow meter on the recirculation flow path. This new test would be much easier to perform and have less impact on the refueling schedule. In addition, the use of the calibrated ultrasonic flow meter would increase the repeatability of the test by eliminating some test performance issues, such as difficulty in i throttling and in measuring inlet pressure.

It was determined that a new relief request was necessary for this test change because part of the basin in the NRC SER (Safety l Evaluation Report) for approving the previous relief request was the difficulty in performing and scheduling the full-flow test.

It is requested that the NRC complete the review of this proposed relief request in time to support implementation of the revised full-flow testing during the tenth refueling outage currently scheduled to begin October 7, 1994.
