Status of Actions Pertaining to Generic 1.etter 93-04. (TAC No. M86865)

Gentlemen:

The NRC issued Generic 1.etter 93-04 [ Reference (b)) in response to the rod control system event at the Salem Nuclear Generating Station, Unit 2. 'lhe generic letter requires licensees of Westinghouse-designed nuclear power reactors, including Seabrook Station, to provide plant-specific rod control system information. The generic letter requires an assessment of whether or not the licensing basis lbr the liicility is still satisfied with regard to the requirements for system response to a single failure in the rod control sy stem [ Required Response 1.(a)). If this assessment indicates that the licensing basis is not satisfied, the generic letter requires a further assessment of the impact of potential rod control system single failures on the facility licensing basis and a description of compensatory short-term actions taken or planned l Required Response 1.(b)l. A follow-up response was required providing a plan and schedule for long-tenn resolution of the applicable issues [ Required Response 2.J.

North Atlantic linergy Service Corporation (North Atlantic) provided responses to the Required Responses of Generic Letter 93-04 in Reference (c) and Reference (d). Ilowever, North Atlantic stated in Reference (d) that additional information would be required from Westinghouse befbre the merits of installing the rod control system timing order adjustments could be evaluated, and committed to providing a w ritten update report to the NRC on the status of activitics associated with Generic Letter 93-04 by April 30,1994. This letter provides that update.

The additional infbrmation required from Westinghouse that was referred to in Reference (d) was to be based on the South Texas Project demonstration of the rod control system timing order adjustments.

Iloweser, the results of the rod control testing perfbrmed at South Texas Project indicated the need for additional testing, which is being perfonned at Ginna Station. North Atlantic intends to evaluate the merits of the rod control system timing order adjustments upon issuance of the required technical information by Westinghouse following a successful demonstration at Ginna Station. North Atlantic also intends to perfonn the Westinghouse Owners Group recommended surveillance test during the third refueling outage, which connnenced on April 9,1994, as previously stated in Reference (d).

North Atlantic will submit a subsequent written update report to the NRC concerning the status of remaining actions associated with Generic I etter 93 04 by October 31,1994 or sooner if developments warrant.
