February 3, 2020 Mr. Mark D. Sartain, Vice President - Nuclear Engineering and Fleet Support Dominion Energy Kewaunee, Inc.
5000 Dominion Boulevard Glenn Allen VA 23060
SUBJECT:
APPLICATION FOR EXEMPTION FOR KEWAUNEE - ACKNOWLEDGMENT LETTER
Dear Mr. Sartain:
By letter dated January 16, 2020 (Agencywide Documents Access and Management System Accession No. ML20035C759), Dominion Energy Kewaunee, Inc. (Dominion) submitted an application requesting an exemption pursuant to Title 10 of the Code of Federal Regulations 72.7, for the Kewaunee Power Station to be able to use two exceptions to the American Society of Mechanical, Boiler and Pressure Vessel Code for the storage of spent fuel in its independent spent fuel storage installation using the MAGNASTOR storage cask.
This letter informs you that the application appears to contain the necessary information to begin our technical review. We have established the same schedule for the technical review of your exemptions. The schedule allows for the staff to issue a possible request for additional information by February 21, 2020, and issue the exemption by the end of May 1, 2020, based on you responding to a request for additional information by March 13, 2020. If no additional information is needed, the exemption may be issued by Mid-April 2020. The staff estimates that completing the safety review of this application will require approximately 50 staff hours. Please note that this schedule and estimate of staff hours presumes that U.S. Nuclear Regulatory Commission (NRC) accepts the use of the categorical exclusion for issuance of this exemption, which is still under discussion at the NRC.
Please reference Docket Number 72-64 and Enterprise Project Identifier Number L-2020-LLE-0008 in future correspondence related to this request. If you have any questions regarding this matter, please contact me at (301) 415-6577.
Sincerely,
/RA/
