j On March 17, 1994, the Natural Resources Defense-Council and three other groups filed a petition for intervention and request i
for hearing on whether a license to export nuclear fuel to the Czech Republic for the Temelin Nuclear Power Plant should be granted.
The motion also requested'that I recuse myself from considering the issues raised in the petition, based on reports that I have been " personally and very actively involved in urging the U.S.
Government to support Westinghouse's_ involvement in the proposed completion of Temelin."
The reports cited by the petitioners are accurate.
I have indeed been in the forefront of urging the importance of American i
involvement, on the governmental and the corporate level, in the upgrading of nuclear safety in Eastern Europe and the former l
l Soviet Union.
I strongly believe that such involvement serves the interest of nuclear safety and environmental protection; of political, economic, and social stability in post-Communist I
Europe; and of the national interest of the United States.

2 nuclear plants now operating elsewhere in Eastern Europe and the former Soviet Union.
In the past, the role of the Nuclear Regulatory Commission in considering proposed exports of nuclear fuel has beenl limited-to evaluating. physical security and non-proliferation issues.
1 Thus in principle there is no reason why a supportive approach on the safety and environmental aspects of a particular reactor should necessarily preclude participating in a vote on an export of fuel to that reactor.
Under the unique circumstances of this case, however, I believe I should recuse myself as a matter of discretion, based upon two factors:

in advocating U.S. participation in the Temelin project, and the existence of an intervention petition that asks the NRC-to take-account of factors going beyond the physical' security and non-proliferation issues to which NRC review has previously been 1
confined.
Accordingly, I shall take no part in deliberating or voting on the proposed exports.1 Ivan Selin, Chairman Dated:
