SUMMARY
OF MARCH 30, 1994, REGARDING THE BWROG GROUP LICENSE RENEWAL PROGRAM On March 30, 1994, representatives of the Boiling Water Reactor Owners' Group (BWROG) and the Nuclear Regulatory Commission (NRC) staff met in Rockville, Maryland, to discuss the BWROG license renewal program.
Enclosure I provides a list of meeting attendees. contains the presentation materials discussed at the meeting.
The purpose of the meeting was to (1) provide the BWROG license renewal strategy, (2) solicit NRC input on the strategy, and (3) present tentative schedules.
After a brief discussion of the BWR0G organization, the BWROG representatives provided an overview of their license renewal program and industry interactions. The BWROG approach to license renewal is based on a reference plant concept.
Initial BWROG activities will focus on a single plant design and programs (BWR/3 with a Mark I containment).
This approach is anticipated to facilitate resolution of industry and NRC issues by using "real" plant design information.
The NRC's final safety evaluation report and the resolution of any issues identified during the review would be used by the BWROG as a template for developing a detailed generic report for all BWRs.
The BWR0G's objective is to implement 10 CFR Part 54 by late 1997.
Work in 1994 during rule revision will be minimized with major work activities beginning in 1995.
Phase I (through April 1996) involves developing a " core application" that is a partial renewal application based on the reference plant that would demonstrate compliance with Part 54.
The main focus would be on evaluation of major passive components and existing programs.
Phase II (Feb.1995 - Nov.1996) involves submitting for NRC review screening and evaluation procedures, major passive component evaluations, and the core application.
Phase III (Jan.1996 - Dec.1997) involves preparation of generic component reports, a generic core application, and detailed guidance for application preparation.
