Paperiello I would like to express my concern regarding the timeliness of the NRC's issuing the Environmental Assessment (EA) for the Rancho Seco: Independent Spent Fuel Storage q

Installation (ISFSI). When we submitted Revision I to our Environmental Report in June l

1993, the indication from the NRC was that the EA should be completed by the end of 1993.

Issuance of the EA has since been delayed by what seem to be monthly increments.

We developed our ISFSI construction schedule based on our understanding that the NRC would issue the E A by the end of 1993, or at the latest, early 1994. Continued delays in issuing the EA could result in ISFSI construction lasting into the 1994 rainy season, possibly delaying construction by another year, and impacting our spent fuel transfer campaign.

impact the timeliness of some reviews. Ilowever, I believe that in excess of 10 months should be adequate time to issue an EA for an ISFSI that is not controversial, and that is using

revenue. Current estimates project that maintaining the fuelin the spent fuel pool will cost approximately $8 million per year. I'm sure you can appreciate our need to get Rancho Seco's j
