In response to your letter of February 0, 1991, I am pleased to inform you that the Nuclear Regulatory Commission (NRC) aorces with your recommendation that the NpC and the Of fice of the United States lluelear Waste Negotiator enter into-a Memorandum of.

Understanding (HOV) that sets forth the-principios of future interaction and communication.

We believe that the MOV that your office developed with the Department.of Energy is an appropriate model to use in developing an HOU between our two organizations.

In that regard, we would be pleased to have the NRC staff meet r

with you to discuss the specifics of a similar agreement that.is consistent with HRC's role and mission in the-national high-level radioactive waste (HLW) program.

Generally, we would expect our interactions-to deal with the regulatory aspects of the monitored. retrievable storage facility, geologic repository, and HLW transportation programs.
