background investigation, a 21 psychological assessment, and behavioral observation. r 22 All Commissioners have approved the 23 proposed final rule with the modifications made by the 24 Chairman and Commissioner Curtiss which are on the 25 attached sheets representing individual pages of the NEAL R.
