Dear Governor Symington:

As you assume the Office of Governor of Arizona, I look forward to working with you to fulfill the Nuclear Regulatory Comissioner's (NRC's) responsibility in regulating nuclear facilities and materials to protect the public health and safety.

In that regard, I would like to draw your attention to two specific NRC programs in which the State of Arizona has been an active participant:

the State Liaison Officer Program and the Agreement State Program.

In 1976, the NRC adopted a recomendation of State organizations, including the National Governors' Association, that we request each State to appoint a single person to act as liaison to NRC to improve Federal / State cooperation. The NRC looks to the Governor-appointed State Liaison s

Officers to provide a comunication channel between the States and the NRC; to be the key person in the State to keep the Governor completely informed a

on regulatory health and safety matters as a)propriate to their interests and responsibilities; and to provide NRC wit 1 answers to questions posed to the States on particular issues.

I am therefore writing to formally solicit Arizona's continued participa-tion in the NRC's State Liaison Officer prog ~ ram.- The individual you select can be someone from your staff who can comunicate effectively with other State agencies on nuclear issues.

Former Governor Rose Hofiord appointed Charles F. Tedford, Director of the Arizona Radiation Regulatory Agency, as the most recent Arizona State Liaison Officer. The NRC will continue to work with Mr. Tedford unless you inform us of a new choice. We will-keep you informed of major NRC programs and activities through your. appointee. At the same time, we will maintain our ties to those. State agencies with whom we have established relationships for specific issues.

As a separate matter, in 1967 Arizona entered into an Agreement with the NRC to regulate the possession and use of certain radioactive materials.

Arizona is one of 29 Agreement States which together regulate over two-thirds of the radioactive materials users in the United States. This I

program has been cited by the National Governors'-Association as "one of the most successful State / Federal partnerships yet established." -The l

Comission is also looking forward to continuing this successful partner-ship program with Arizona.
