Dear Mr. Williams:

NRC has received your letter and Topical Report No. TP-05, Radwaste Solidification System.

As I understood from your telephor.e ton 9ersation with Mary Adams on January 31, 1991, you are requesting review and acceptance of the equipment that Pacific Nuclear proposes to use to stabilize liquid waste at ORNL using cement solidification chemistry developed by someone other than Pacific Nuclear, viz.

SEG. As a point of information, several topical reports for_ cement solidification of low-level radioactive wasta arc.under review, but no cement solidification processes have been approved by the U.S. Nuclear Regulatory Comission (NRC).

Furthermore, though your letter indicates that your equipment is suitable for processing En'virostone gypsum cement, NRC has not-approved that material for stabilization of Class B or Class C wastes.

l The NRC Office of Nuclear Materials Safety and Safeguards (NMSS) reviews vendor topical reports describing weste stabilization process chemistry to determine if the resulting waste forms meet the structural stability requirements of 10 CFR 61.56.

Since you are not requesting a process chemistry review, HMSS will not review this topical report.

The NRC Office of Nuclear Reactor Regulation (NRR) is responsible for_the l

review of nuclear reactor-operations involving radioactive waste management l

systems.

NRR accepts vendor topical reports describing these systems under two circumstances only.

If a potential operating license (0L) applicant has committed to reference the topical report in the license application, or if an OL holder has determined that a change to an existing radioactive waste processing system may involve an unreviewed safety question and requests NRC approval, then NRR will review the system topical report.

-3 most changes to waste systems at operating reactors, including use of vendor-supplied equipment covered by a topical report, can be implemented without prior NRC review and approval by following the requirements of 10 CFR 50.59.

Since your topical report is not associated with an OL, it will not be reviewed by HRR.
