Gentlemen:

Generic Letter 83-28, " Required Actions;Dased on Generic. Implications of-Galem ATWS Events," was issued to the ' industry on July; 3, -1983. - There are two items in the area of Post-Maintenance Testing.

The items are:

3.1 Post-Maintenance Testing (Reactor Trip System: Components)'

3.2 Post-Maintenance Testing (All Other Safety-Related Components)

Within item 3.2 there are three actions applicable;to post-maintenance testing., These actions include:

3.2.1 Licensees and applicants shall submit a report 1 documenting the extending = of test and maintenance procedures and Technical Specifications review to assure that post-maintenance

operability testing of all safety-related -. equipment is; required to be' conducted and that the testing' demonstrates that the

A meeting was held on October 13, 1988, at the request o. the NRC, to expedite the resolution of several longstanding safety issues for Arkansas Nuclear One, Units 1 and 2 (ANO-1 6 2).

(The minutes of this meeting were published by the NRC on December 13, 1988.) Two of the items closed at the meeting based upon a commitment to the NkC were Items 3.2.1 and 3.2.2 of Generic Letter 83-28.

The commitment made during the meeting for thase two items was to complete the procedure upgrade program that was currently underway.

This program was to upgrade the maintenance procedures to conform to a newly developed writer's guide.

The maintenance procedure writer's guide and governing administrative procedures require that appropriate post-maintenance testing be specified in maintenance procedures and that the testing be adequate to verify the capability of systems or components to perform their safety functions.

Vendor recommendations are also required to be considered in the development of these requirements.

Entergy Operations has completed the procedure upgrado program for the maintenance procedures associated with safety-related equipment.

These procedures conform with the requirements of the writers guide.

Entergy Operations has also developed a procedure to provide the criteria to be used in the selection and documentation of post-raintenance tests.

This procedure assigns responsibility for determining post-maintenance test requirements, conducting the tests, and reviewing test results.

The procedure also provides guidance in determining the scope of the testing an.i provides typical tests for specific maintenance actions.

Entergy Operations believes the completion of the upgrade project and the implementation of the procedure to control post-maintenance testing

.j completes the required actions for Items 3.2.1 and 3.2.2.

This closes Items 3.2.1 and 3.2.2 of Generic Letter 83-28 for ANO.
