Hosier, Jr. Vice President for Research and Dean of the Graduate School University Park, Pennsylvania 16802 Gentlemen: Subject: Combined NRC Inspection Report Nos. 50-05/91-01 and 70-113/91-01 This letter refers to the inspection conducted by Mr. M. Austin of this office on February 12-14, 1991. The inspection incleded a review of activities authorized by License Nos. R-2 and SNM-95 at your f acilities in University Park, Pennsylvania. At the conclusion of the inspection, the findings were discussed with members of your staff. Areas examined during the inspection are identified in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress. Within the scope of this inspection, a licensel-identified vislation of a tc:hnical specification of License No R-2 was reviewed. This review included an examination of the circumstances surrounding the event and the licensee's corrective actions taken to prevent recurrence of the violation. The violation is not being cited because the criteria specified in Section V.G. of the Enforcement Policy were satisfied.
