Gentlemen-Reference (b) reported the results of a special maintenance team inspection of Maine Yankee. We provided our response to those areas of identified weaknesses with References (c) and (d).
The purpose of this letter is to provide an updated completion date for one of these issues.
In response to _ Weakness 11.4.7, we _ indicated that we planned to develop a plant relay data base and evaluate certain Agastat relays, to be completed by December 31, 1990. The completion of this effort has been rescheduled and we currently anticipate completion by December 31, 1991. The rescheduling of the expected completion date has been necessary as a result of a large increase in the scope and effort required to develop the ' relay data base 'and then perform the review required to determine whether commercial-grade Agastat relays have been used in safety-class applications.
i The data base will identify whether or not the relay should be a safety-class relay-or not. Since the data base will not contain actual individual relay serial numbers, all. Agastat E7000 series relays reflected in the data base will have to be walked down to ensure.a commercial-grade relay is not actually installed.

The development of the relay data base has been in progress since December 1989.
We' anticipate ~ that it will be complete to the point of identifying all safety-class relay requirements by May 1991.. The effort to ensure there are not any commercial-grade relays ~ installed in safety-ciass applications will be de3endent on the number.

In addition, walkdown of some-safety-clast relays rray'only be possible during an outage.
We therefore expect to complete the effort of ensuring there are not any commercial-grade 70VO series relays
.in safety-class applications by the end of our next outage (December 31,1991).
A review of our procurement records indicates-that there have not been any-
. purchases of commercial-grade 7000 series ' relays in the. past -five years.
- All procurements.have been for safety-class relays.
In addition, a review of our stock records indicates that only commercial-grade 7000 series relays have been. issued from
= stock and these have been for non-nuclear system applications.
Thus,_ assurance
-exists that there have not been any commercial-grade 7000 series relays installed in-safety-class ' applications (if there ever were any) and a one year delay in the projected ' completion of this project does not adversely impact public health and 3
